Are these rust spots on my edc knife a concern? I do keep it in scout carry and it is in contact with my skin a lot, so sweat, rain, etc.

Oxidation happens.
Hit it with steel wool or fine grain sandpaper
They’re a concern if you leave them to get worse.
I’ve attempted to seal the tang before with a thin layer of super glue over the steel, but I don’t yet know how well it works…
Tools are meant to be used so it’s fine
