There’s a clear wrap on top of the blue wrap for the M35A. Does the clear wrap stay or do I remove it? Haven’t seen another battery come with the clear plastic on top of the wrap

Yes, remove the clear wrap.
The clear wrap is there for the protection circuit, if I’m not mistaken. Leave it on.

Look at how that metal strip that runs the length of the battery is. You want that to remain covered. Why they used clear for that is beyond me, but I am now curious what that battery is and where it cane from so I kno wwho to avoid.
Looks like someone is making reclaimed cells into protected cells. Doesnt look horribly done either, pretty curious where you got it?
That being said. Id get that thing out of my house quite quickly
