Carbon steel grinds *very* easily, there is no need for power tools here. And as you can see, you aren’t removing that much metal in the first place.
To deal with the rust while preserving the patina use a teflon-safe scrubby sponge along with soap and water to remove the loose rust. When that runs clean, load the sponge up with vinegar, stick it in the microwave to get it as hot as you can manage without burning your hands, and then scrub with that to neutralize the remaining red rust.
The handle just needs a rub-down with wood finish.
Then just sharpen as normal.
As easy as this is, plenty of “professionals” are likely to screw this up.

This is not a particularly difficult repair job. This is something you can easily do yourself.
