Need help identifying this knife

My dad had this, and I really don’t know any history of the knife itself.

There seems to be 18k rose gold accents throughout.

It has the 18k stamp on the sheath, and what appears to a 800 stamped as well.

Pampa and something underneath is stamped on the blade.

Is the knife old? Is it even a knife (my brothers think a letter opener).

Any information would be extremely appreciated.
